Highway 101 in Redwood City reopened after crash

(05-22) 17:45 PDT REDWOOD CITY -- All lanes of Highway 101 in Redwood City have reopened following a big rig crash into the center divide, officials said.

According to the California Highway Patrol, the cab of the big rig caught fire after the crash, which occurred around 1 p.m.

There were "major" injuries sustained in the crash, the CHP said.

I watched this one evolve at the CHP CAD page...Very sad fatal injury accident in Woodside on 101 involving a big rig semi truck and other vehicles reads very bad for driver of the semi-truck.and possibly other critically injured victims.

A San Francisco firefighter faces charges of assault, resisting arrest and driving under the influence of drugs after allegedly threatening and driving away from a female police officer he initially mistook as another member of the city's Fire Department.

"You f -- women firefighters can't even use your radio," Daniel Kelly, 46, yelled at San Francisco police Sgt. Denise Fabbri, according to a misdemeanor warrant supporting his arrest this month in the incident earlier this year.

Kelly, who police say was in uniform and claimed to have been on his way to work at the time, was eventually taken into custody, and a blood test showed he had been using cocaine and methamphetamine.

The Jan. 5 arrest follows a series of incidents involving allegedly intoxicated firefighters that led the San Francisco Fire Department to impose random drug and alcohol screening. Critics say the department's policies are still too lenient.

The random drug testing began after several firefighters were found to have been drinking on duty. The department's second in command, Deputy Chief Fred Sanchez, was forced to retire in April 2005 in the face of allegations he had allowed a drunken firefighter to return to duty.

Fire Chief Joanne Hayes-White said the department takes all such incidents seriously, whether on or off duty. Despite Kelly's claims at the time, she said, he was not headed to work Jan. 5 and had called in sick Jan. 2, the last day he was scheduled to work prior to the incident. She said he has since gone on disability leave.

"It is my understanding he was not on duty, nor was he headed to work," she said. "This is off-duty conduct -- it's obviously unprofessional and totally inappropriate."

Kelly, a 20-year veteran of the department from Alamo, was arraigned earlier this month on the misdemeanor charges. His lawyer, Gerald Wood, declined comment.

According to court documents and police reports, Kelly had pulled over his Ford Expedition sport utility vehicle in the middle of a crosswalk the morning of Jan. 5 when he was spotted by Fabbri.

Kelly then opened his door, and Fabbri saw his foot hang out. Fabbri, fearing a medical emergency, approached and asked how he was doing. Kelly looked out and said he was "f -- sleeping.''

Fabbri told Kelly to shut off the engine and get out of the SUV, but Kelly jumped out, pointing his finger at Fabbri, and challenged her. She called for backup on the radio.

''You don't even know how to use your radio,'' he allegedly said. "You f -- women firefighters can't even use your radio.' ''

Fabbri displayed her Police Department star and said she was a police officer, not a firefighter. Kelly ignored her commands to back away and cocked his arm, as if to assault her, according to the arrest warrant. Fabbri ordered Kelly to back away, saying she would have to shoot him, but he continued challenging her.

After an onlooker called out -- "what are you doing to her?'' -- Kelly stopped and returned to his SUV, ignoring Fabbri's order not to leave, and sped off.

Fabbri alerted dispatch and soon thereafter spotted Kelly again as he flagged a cab in the area. Fabbri followed the cab into a restaurant parking lot at Lombard and Steiner streets. At the lot, Kelly climbed back in his SUV, but was blocked in by the cab and Fabbri's unmarked police car. Kelly exited his vehicle and briefly approached Fabbri's car, but she mouthed: "Don't do it. Don't do it.''

He then got back into the cab, then got out again, while Fabbri watched and waited for backup. Her husband, Carl Fabbri, also an SFPD sergeant, arrived, showed Kelly his star and ordered him to surrender.

A "disheveled, unshaven and confused'' Kelly ignored the order and started to jog toward a fire station, the warrant said. "I'm a firefighter, I'm on my way to work, what did I do?'' He showed his firefighter badge as he continued heading away, but eventually he was taken down to the ground by Carl Fabbri and arrested.

Kelly told police he had been drinking to about 2 a.m. the night before and apologized, saying he was going through a divorce.

Police soon learned he had been driving on a suspended license for an earlier DUI case. "I don't even know what happened,'' he said, according to the arrest warrant. "I must have blacked out.''

Kelly told police he mistook the police sergeant for someone from the Fire Department's training division "just f -- with me until I saw she was wearing a gun,'' according to the warrant.

He said he had been drinking "quite a bit'' of beer and whiskey the night before in the Marina. He failed a field sobriety test, then agreed to a blood test. There was no alcohol detected in his blood, but he tested positive for cocaine and methamphetamine.

Authorities could not explain why someone who claimed to have been drinking heavily that morning would have no alcohol in his blood.

According to the charges, Kelly's license had been suspended in June 2002. Records show that he had been arrested in January 2001 in Sierra County for driving under the influence, as well as an incident of drunken driving in August 1996.

Hayes-White said she was concerned about the drug use and the comments Kelly allegedly made toward a woman he thought was a firefighter.

"We have an investigation under way, but we have not filed any charges,'' Hayes-White said. "At this point, it's something we are keeping a watchful eye on. I have huge concerns about the whole issue.'

Evacuations Ordered in Chico Canyon Fire

A wind-whipped fire is forcing evacuations in the Honey Run Canyon east of Chico.

Authorities have ordered the evacuation of at least 15 homes. Flames have jumped across Skyway road off Highway 99. Skyway and Honey Run Road are closed to traffic.

An evacuation center has been set up at Neighborhood Church, 2801 Norte Dame Blvd, Chico, (530) 343-6006. A van is transporting evacuated residents to the church.

Fire officials say 200 acres have burned. There are three air tankers and two helicopters fighting the blaze.

The first report of the fire came in about 3:15 p.m..

A Red Flag Warning is in effect.

Fire Closes Skyway

The fire forced the California Highway Patrol to shut down the Skyway from Bruce Road in Chico up to Neal Road in Paradise. The fire is burning in the Butte Creek Canyon and has jumped the Skyway. It is moving fast due to the high winds. Voluntary evacuations have been ordered for more than a dozen homes on Oakridge Drive. CalFire has called in the air tankers and more than 60 crews are fighting this fire. We will bring you more information as it becomes available.

REDDING, Calif. (May 22, 2007) – The Shasta-Trinity National Forest is currently suppressing a 40-acre forest fire, seven miles northeast of McCloud Bridge Campground near White Rock Mountain.

"Lake users and residents along Shasta Lake may see or smell smoke, but should not be alarmed at this time," said Forest Service Spokesperson Mike Odle.

The smoke from the Bolli Fire may be visible from Interstate 5 and along Shasta Lake. Public seeing smoke northeast of McCloud Bridge Campground do not need to call 911 or local law enforcement.

There are approximately 60 Forest Service personnel on the Bolli Fire, including 18 smokejumpers, three engines, two hand crews, an air attack helicopter and a water tender.

The Bolli Fire marks fire number 31 on the Shasta-Trinity National Forest since January 18. Forest officials are startled at the large portion of the 31 fires, which are suspected to be human caused. Officials are asking the public to take precautions this Memorial Day weekend.

"Light rain this year, coupled with drier than normal fuels, is a concern for us," said Odle.

INDEPENDENT STUDY FINDS FOREST SERVICE EXERCISED APPROPRIATE AND ADEQUATE FISCAL CONTROLS IN 2006 FIRE SEASON

WASHINGTON, May 21, 2007 – The U.S. Department of Agriculture today announced that an independent Brookings Institution panel found the USDA Forest Service exercised appropriate and adequate fiscal diligence in suppressing wildfires during the record breaking 2006 fire season. The panel reviewed 19 large fires that burned more than 1.1 million acres and cost $470 million dollars to suppress.

The review panel also identified several 'issue areas' to help the Forest Service contain the rising costs of firefighting. Agriculture Under Secretary for Natural Resources and Environment Mark Rey said the recommendations of the panel will be acted upon immediately.

'The cost of firefighting is rapidly approaching half of the Forest Service entire budget for caring for the nation's 193 million acres of national forests,' Rey said. 'We are doing everything we can to curb the costs of firefighting while taking every step to protect the safety of our firefighters and ensure they have appropriate tools to do their job. The panel's recommendations will help us control costs.'

The panel recommended:

  • better linkage between land management plans and fire management plans, and more continuously updating fire management plans to reflect changing conditions. Land management plans are developed with considerable public input, provide guidance for all activities on a given national forest. The panel noted that both plans need to specifically address land management objectives and relevant fire conditions and trends such as fire history, hazardous fuels accumulations and treatments, and the influence of increasing urbanization near national forest boundaries.
  • more agility in the deployment of firefighting teams and the skills needed on each team.

The independent panel noted that huge forces are driving the wildland fire situation and firefighting costs: accumulation of biomass and hazardous fuels, worsening drought, global climate change, unabated growth in the wildland urban interface, and rising public expectations that both property and habitat will always be protected.

Collapsed Part of Bay Bridge Will Reopen for Holiday Weekend
Oakland, CA

Repairs to a section of the San Francisco-Oakland Bay Bridge that collapsed in a tanker truck fire last month will be completed by Thursday night, reopening the busy freeway for Memorial Day weekend, Gov. Arnold Schwarzenegger said Monday.

By finishing the work more than a month before the June 27 deadline set by the California Department of Transportation, Rancho Cordova-based contractor C.C. Myers Inc. will receive a $5 million bonus for the work.

"Thanks to hard, around-the-clock work of Caltrans and C.C. Myers, our local partners and businesses, Bay Area motorists can once again travel through this busy interchange," Schwarzenegger said in a statement. "Just in time for the holiday weekend, this roadway will be open in 26 days from when the accident occurred."

The contractor originally predicted the portion of the MacArthur Maze, which connects eastbound Interstate-80 to eastbound I-580, would be completed by June 2. Myers announced the earlier finish late last week and Schwarzenegger confirmed the opening Monday.

The early reopening is good news for commuters on one of the nation's busiest freeway interchanges, hobbled by the April 29 fire caused by an overturned gasoline tanker.

C.C. Myers bid $867,075 for the contract. Caltrans offered a bonus of $200,000 for each day the work is finished ahead of the deadline, with a maximum of $5 million. To collect the full amount under the contract, work would have to be completed by June 2.

The Esperanza Final Report:
Executive Summary

The Esperanza Fire was reported on October 26, 2006 at 1:11 a.m. Pacific Daylight Time
(PDT) in Cabazon, California, within the jurisdiction of the California Department of
Forestry and Fire Protection (CAL FIRE).
At approximately 7:15 a.m., five wildland firefighters from Forest Service Fire Engine 57 were overrun by the fire, while they were positioned near an isolated, vacant residential structure.
All five firefighters were fatally burned by a sudden, intense fire run up a steep drainage below their location.
The fatalities occurred in the rural mountain community of Twin Pines, which is located
in the San Jacinto Mountains approximately four miles southwest of Cabazon. Twin
Pines is an identified wildland urban intermix with a recognized "extreme threat" rating
for potential destructive impacts from wildfires.
Engine 57 and four other Forest Service fire engines from the San Bernardino National
Forest, San Jacinto Ranger District were dispatched to the Esperanza Fire based on an
Interagency Cooperative Fire Protection Agreement.
All five Forest Service Type III fire
engines and a March Air Force Base fire engine were performing structure protection in
close proximity to each other when the fatalities occurred.
At the time of the burnover, the fire was several hundred acres in size burning rapidly in
dry/dense chaparral/Manzanita, at the head of a steep drainage, and under the influence of
Santa Ana winds.

Riverside Firefighter Charged With Manslaughter




(AP) HEMET, Calif. A Riverside County firefighter was charged with vehicular manslaughter for some safety slip-ups that led to the death of a fellow firefighter in a 2005 engine accident.

Michael Lawrence Arizaga was driving the fire engine at about 45 miles per hour through a rainstorm when it spun off a freeway and rolled down a 44-foot embankment, investigators said.

CHP officers said 23-year-old Christopher Kanton wasn't wearing a seat belt and was flung from the vehicle.

Arizaga was at fault because he failed to switch off a special engine brake that must be deactivated in rain or snow, investigators said.

They also said he should have been traveling about 15 miles per hour slower and that it had been his responsibility to make sure Kanton was wearing a seat belt.

He's due in court in September and could face up to a year in county jail if convicted.

Lake Berryessa fire contained

"A 450-acre fire near Lake Berryessa in Napa County has been completely contained, according to a dispatcher with Cal Fire.

The fire, which started at 9:30 p.m. Friday, was 85 percent contained by 8 a.m. Monday morning, according to Cal Fire spokeswoman Alicia Amaro, and was fully contained Monday evening.

According to the dispatcher, the cause of the blaze, referred to as the Braye Fire, is still under investigation.

Two Cal Fire engines and a fire crew were sent to the scene to continue monitoring for hot spots, according to the dispatcher.

All roads in the area of state Highway 128 are open and no homes were evacuated, Amaro said.

About 150 firefighters from Cal Fire's Sonoma, Lake and Napa unit were assisted by firefighters from Cal Fire's Santa Clara unit.

The fire began in a remote area east of the Monticello Dam above Canyon Creek campground."

Connecticut Firefighter Dies From Injuries in Collision - Line Of Duty death:


"A firefighter who was critically injured when two fire trucks collided while racing to a house fire died Tuesday morning, officials with the mayor's office said.

Capt. John Keane was married and had two children, ages 8 and 10.

'He was the kind of guy you would always want standing by your side. If you faced a tough issue, he was always there with the information you needed to make a good decision,' Fire Chief Michael Maglione said.

A second firefighter injured in the crash, Joseph Fischetti, remained in critical condition at Waterbury Hospital.

The two were thrown from an engine truck when it collided with a ladder truck Saturday morning. Keane suffered head and internal injuries, and Fischetti, who was driving, sustained internal injuries, fire officials said.

Six other firefighters were injured and are expected to recover, authorities said.

Fire Chief Michael Maglione said an investigation will include a review of the trucks' repair records.

The fire Saturday had started on a stove and was quickly extinguished, fire officials said."
