The Governor's Office just hosted an Emergency Briefing Call at 2:30, concluding at 2:54 pm. Following are notes from the call:

Yesterday morning, the Governor's Office received a request to declare an emergency in Ventura County, which was signed by the Governor yesterday. This follows a declaration for SB County on August 3rd.

The #1 Priority for Unified Command is the southern edge of the fire, which is "almost buttoned up", with two miles of open fire line to secure. #2 Priority is in the northeast, the Richardson Zone, which spans both counties. They are confident on having a "good handle on it by tonight." #3 Priority is the northwest, which is rough terrain. The plan is still being established.

A coordination team has been established at VC Fairgrounds, working on the possibility of the fire expanding into Matilija Canyon. The teams are being challenged by an active Fire Weather Watch. Challenges faced include difficult terrain and "no recorded fire history, exceeding 75 to 100 years" for much of it. What is going well is the total communication effort, with no breakdowns recorded.

The DC-10 has flown every day "for the past few days". Forest Service Air Operations gives it high praise, but warns that it is not a "silver bullet", but a tool in the toolbox which is being used effectively and well.

There are bulldozer contingency lines just about completed at Wills and Rice Canyon, at least 8-10 miles as the crow flies from the fire. All lines are holding, and the fire has not crossed Highway 33. Trigger points have been established, which would give the Ojai community 72 hour notice if the fire does come in.

Highway 33 has a hard closure at Pine Mountain, including closure to residents, until the burnout is done. Gravel trucks, which have been watched traveling 33 would not be able to get past the hard closure were they to travel up that far. I believe that the 33 is not closed at Wheeler Gorge right now, but has been moved up to Pine Mountain, so that Rose Valley residents can reach their homes and farms.

At 2:28pm Monday the 20th of August a fire was reported near the Cemetary south of the City of Lompoc (approximate lat 34 37.758, lon 120 26.709). This fire was initially reported at 80 acres and had grown to 250 acres as of 6:00pm. The fire is moving to the east-southeast. Resources from the Zaca Fire are being diverted to the area. The fire has crossed Hwy 1 near Santa Rosa Road as it is moving with the prevailing winds.
Hwy 1 is closed from Hwy 101 north to Lompoc.
A Evacuation Warning is in effect for all residents along Jalama Road and for residents along portions of Santa Rosa Road from Hwy 1 extending 5 miles toward the east-southeast.
No orders for evacuation have been made as of 6:00pm. Residents in the area should remain alert for changing conditions. Residents in the warning area should begin preperations immediately in case the order to evacuate is given. Resources such as helicopters, bulldozers and hand crews have been dispatched to the scene. Engines are on scene to provide structure protection. Residents can call (805) 681 5546 for recorded information. As of 6:15 estimated containment is at 50%. Investigators have been dispatched to the scene.

Current Situation

On the northwest perimeter, the fire is well established in Foresters Leap Canyon on the north rim of Sisquoc Canyon. Incident Commanders are planning a backfire operation along the Sierra Madre Ridge to contain the northern progress of the fire. On the northeast perimeter, the fire has actively burned in the Dick Smith Wilderness and is now less than a mile from the eastern boundary of the wilderness. This evening, firefighters will continue backfiring from the Cuyama Lookout Road towards Highway 33 along Dry Canyon. On the southeast perimeter, firefighters suspended backfire operations today near Potrero Seco Ranch and Pine Mountain Summit due to spot fires over the established dozer lines. All spot fires have been contained except for one. Tonight, firefighters will continue backfiring from Pine Mountain Summit to Ozena. These backfire operations are intended to provide a good secure line on the northeast and southeast perimeters of the fire.

Today, hand crews constructed fireline directly next to the fire's edge along the south eastern portion of the fire. Secondary dozer lines were constructed below the direct handline in support of obtaining containment objectives. Some burning occurred in the interior section of the southwestern area of the fire. Rehabilitation of firelines and contingency lines will begin tomorrow.

Due to predicted low humidity, a red flag warning has been issued for the fire area until Wednesday night.

Firefighting resources staged at the Ventura County Fairgrounds are creating and reopening fuel breaks, clearing roads, and providing structure protection. The firefighters will also be available for initial attack for Ventura County and the Los Padres National Forest.

Forest, Road and Area Closures

  • Hwy 33 between Wheeler Gorge and Ventucopa will be closed to all traffic except for residents.
  • Happy Canyon Road is closed at Los Padres National Forest boundary.
  • Figueroa Mountain Road is closed at the Los Padres National Forest boundary.
  • East Camino Cielo is closed between Painted Cave Road and Gibraltar Road due to fire equipment traffic.
  • Paradise Road is within the Evacuation Warning Area and is currently open to residents only.
  • The Zaca Fire Area Closure in Los Padres National Forest has been expanded to include additional lands in Santa Barbara, Ventura and Kern Counties. The expanded closure now encompasses approximately 888,000 acres including the entire San Rafael, Matilija and Chumash Wildernesses, a portion of the Sespe Wilderness and adjacent national forest lands. Fire Behavior

South Operations: The Fire is holding at the Monte Arido Fuel Break and the Pendola Jeepway. Smoldering and creeping occurred within the Caliente drainage with little active fire spread. Unburned islands continue to burnout in several drainages. North Operations: With Red flag Warning in effect today, Strong winds, high temps, and extremely low relative humidity in combination with exceptionally dry, heavy fuels in alignment with wind and slope produced intense fire behavior.

Significant Events

South Operations: The Paradise Road and Santa Ynez River Recreation remain under an evacuation warning, open to residents only. Existing fire line held. Unfavorable winds caused discontinuation of back firing. Crews and Dozers are constructing direct line from Hildreth Jeepway and Pendola Jeepway into Agua Caliente Canyon. North Operations: Continued burning operations today in several areas. Hold and monitor operations in some divisions. Increasing fire activity with northwest fire spread. Aggressive suppression action with airtankers, helicopters and ground forces is ongoing along Hwy 33. A precautionary evacuation is in progress and is being coordinated by the Ventura County Sheriff's Department, assisted by the Santa Barbara Sheriff's Department. Hwy 33 remains closed. Ventura Operations: Provided a strike team and a task force of type 3 engines to North Operations,to support suppression actions on Highway 33 near Pine Mountain.

Construct direct handline and dozer line operations along the Hildreth Jeepway and Pendola Jeepway, into Agua Caliente Canyon when conditions permit. It's important for parents and guardians to know that children can be particularly vulnerable to stress as a result of the fires in Santa Barbara County. Children may suffer from anxiety because they are concerned about the fire.

"It's important for adults to take time with children to help them through this difficult time," said Suzanne Grimmesey-Kirk, MFT, Division Chief, Adults and Children Services from the County's Department of Alcohol, Drug and Mental Health Services.

Caretakers of children should be alert to signs of trouble and how to handle them. For children ages five or younger, watch for the following behaviors: crying more frequently than usual, clinging, having nightmares, showing excessive fear of the dark, fear of being alone, changing appetites, speaking with difficulty, or returning to outgrown behaviors such as bed-wetting or thumb-sucking.

Children ages five to 11 may exhibit increased irritability, aggression, and competition with their siblings for parental attention. They may also show anxiety through whining, withdrawing from their peers, and losing interest in normal activities. Those 11 to 18 may show outright rebellion, physical problems, or sleep disturbances.

The following suggestions may help to reduce stress in children:

  • Keep children informed about what is happening. Explanations should be in simple language.
  • Encourage children to talk about wildfire-related events. Children need an opportunity to discuss their experiences and feelings, as well as ask questions, in a safe, accepting environment.
  • Remain calm and reassuring. Children take their cues from adults, especially young children.
  • Reassure them. Parents can help reassure children by telling them they are safe, holding and hugging them frequently, and making bedtime a special moment of calm and comfort.
  • If children don't mention the fire, it can help to ask them about it. If parents don't bring up the subject, children can be left with misinformation. You may be surprised at how much your child has heard from others.
  • Focus attention on the helpers, like the police, firemen, doctors, nurses, paramedics and volunteers. It's reassuring to know about caring people who are helping in this world.
  • Spend some time each day giving each child your undivided attention, even if just for a few minutes. Share experiences, reaffirm your love, and make plans together.

Parents and guardians must take care of their own needs, dealing with their own reactions as fully as possible. This will make people better able to cope and help their children. They should take care of their physical health by eating healthfully, drinking plenty of fluids, getting enough rest and trying to do things they enjoy. They should avoid using drugs or alcohol to feel better.

Current Situation:

On the northwest perimeter, the fire is well established in Foresters Leap Canyon on the north rim of Sisquoc Canyon. Incident Commanders are developing contingency plans for a backfire operation along the Cottonwood Road on Sierra Madre Ridge. On the northeast perimeter, the fire continues to be active in the Dick Smith Wilderness, one mile west of Highway 33. Today (Monday), the strategy is to continue a backfire operation from Cuyama Peak Road in Dry Canyon towards Highway 33 and a backfire operation from Highway 33 north to Ozena. These backfire operations are intended to provide a good secure line on the east perimeter of the fire in order to stop the forward progress of the fire.

Today, as weather conditions permit, firefighting in the southeastern section of the Zaca Fire will continue along the Hildreth and Pendola Jeepways. Crews will continue to ignite vegetation along the jeepways to remove fuels between the fireline and the main fire. This firing operation is expected to begin early in the morning and last as long as weather conditions are favorable.

Firefighting resources staged at the Ventura County Fairgrounds are creating and reopening fuelbreaks, clearing roads, and providing structure protection. The firefighters will also be available for initial attack for Ventura County and the Los Padres National Forest.

Warmer and drier weather forecasted through Tuesday evening will challenge firefighting efforts to complete the firelines. A fire weather watch has been issued due to low humidity.

The ZACA Fire is bumping Highway 33 hard according to Geo-Mac Satellite images and mapping and the first hand accounts of Copter chick recounting 100' flame lengths along a fireline Ten to Twenty miles long hitting along highway 33 very hard and the great job by the crews on the ground, so far holding a key contingency line Highway 33 itself .
